The Finance Division of the Administration Department provides services related to water and sewer utilities, accounts payable, payroll, court operations, liens, cash receipting and financial reporting.

Accounts Payable refers to payments the City makes to vendors of services or products.  Checks are mailed out twice each month.  The checks are mailed after the Council meeting and around the 20th of each month.

All functions of payroll are processed twice each month.  This includes balancing hours submitted, issuing checks, paying taxes and other withholdings, and handling all state and federal tax related requirements.

Financial reports are prepared as requested or as required by state law.  The Finance Division works with all departments regarding financial information, providing information to the City Administrator, City Council and Budget Committee.  The Finance Division is responsible for quarterly financial statements, the budget, the Annual Financial Report and various other reports used to monitor and maintain accuracy and accountability of the City’s financial position.  The Budget and the Annual Financial Report are both required by state law and may be viewed at City Hall or the Public Library.  Further information and reports are located below.

Municipal Court handles all functions related to arraignments, trials, enforcement and payment of offenses cited into the City’s court.  Further information is located below.




Water and Sewer Utilities

New residents who would like to sign up for water and sewer services need to complete an Water/Sewer Utility Service Application, pay a $20 Administration fee and a $75 deposit.  The deposit may be waived for customers who have had an account previously and have established good credit with the City.  Utility bills are mailed to customers on or before the first of each month.  Payments are due by the 15th in order to avoid a late fee or further collection actions.  Unpaid utility bills are a lien (legal claim) on the property.

Municipal Court

Traffic citations, code enforcement violations and parking tickets are processed by the Mt. Angel Municipal Court.
Court is held in January, March, May, July, September and November at 5:30pm at the Mt. Angel Library at the corner of Charles and Cleveland Streets.  Please call to check for specific dates with the court clerk Monika Joslin by calling (503) 845 9291 or email mjoslin@ci.mt-angel.or.us.
Fines can be paid at Mt. Angel City Hall, 5 N. Garfield St., Mt. Angel between 10:00am and 5:00pm Monday through Friday by cash, check, credit/debit card (MasterCard, Visa, or Discover), or money order.  Credit or debit card payments are only accepted by phone for out-of-town court customers.  Payments can be dropped off after hours in the slot in the main entrance door to City Hall.
Please make checks and money orders payable to the City of Mt. Angel.  Payments can also be mailed to the City of Mt. Angel, P. O. Box 960, Mt. Angel, OR 97362.  Please be sure to include the exact name and docket number so that your payment will be applied correctly.  Do not mail cash.


FREQUENTLY ASKED QUESTIONS

  • Can I pay my traffic, code enforcement fines at court?
       
       Yes.  Acceptable payment is cash, check or money order.
          Parking tickets must be paid at City Hall or by mail.
  • Can I pay my fines without going to court?
       
       Yes.  You can pay at City Hall or by mail prior to the court date.
  • If the fine is more than I can pay at this time, may I make payments?
          Yes.  A payment agreement may be set up before the court date or immediately following your arraignment.
  • Will there be an interpreter at court?
          Yes.  A court certified Spanish interpreter will be at all court arraignments and as needed at trials.  For other languages arrangements will be made if necessary.
  • What happens if you cannot or do not appear at the assigned court date?
         If you are not able to appear on your court date, the fine imposed may be paid with a letter of explanation and a plea of Guilty or No Contest.  The letter must be received three (3)days before court at City Hall.  You may pay the fine in person at Mt. Angel City Hall at 5 N. Garfield St. or by mail to P. O. Box 960, Mt. Angel 97362.  The judge will then review your case and pass judgment.
    If you do not appear at court or contact the court clerk before court, additional fines will be added.
